About Maria Zagallo

Maria Zagallo is a partner in PLMJ’s public law practice who has over 15 years’ professional experience in general administrative law, public procurement, project finance and public-private partnerships. She has focused, in particular, on projects and infrastructure. Maria has advised public and private entities in various areas of public law, with an emphasis on dealing with concessions and projects in the road, rail, airport, port, health, water and waste sectors. Before joining PLMJ, Maria was head of the Portuguese PPP Unit (UTAP) and a member of the Higher Council for Public Works. In these roles, she was involved in the launch and renegotiation of the main public projects in Portugal.
